GovSpecs 2.0 (2025–2027) marks the next chapter in GovStack’s evolution, offering a refined framework of building block specifications to support interoperable, sustainable, and scalable digital public infrastructure. As a frequently used global blueprint for functional specifications, GovSpecs help governments, solution providers, and partners work with a shared foundation to design and deliver digital services.
These specifications empower governments to deliver citizen-centric services with confidence and flexibility—designed for durability in dynamic technological and regulatory environments. Implementation can follow a step-by-step maturity model, from early training and implementation of high-level architectures to the integration of multiple building blocks within national interoperability frameworks. This phased approach ensures that governments can adopt GovSpecs according to their own priorities and capacities.
While regulations such as eIDAS and GDPR extend beyond technical specifications and include business processes and3 institutional practices, it is essential that GovSpecs do not obstruct compliance. These specifications are intended to remain adaptable and supportive, enabling organizations to design digital services that can meet the required legal and regulatory standards.
What is on the agenda for 2025–2027?

- Increasing the availability of compliant software options in GovMarket, including open-source Digital Public Goods.
- From 2026 onward, integrating AI-readiness features and modernizing existing specifications to keep pace with emerging needs.
