However, there’s lack of a coordinated approach, characterized by siloed implementation of automation in the Ministries, Departments and Agencies.

Digital Leaders Spotlight: Djibouti

Djibouti is committed to leveraging digital technology in its public service delivery, including regulatory and policy reforms, as part of its Vision 2035 objectives. In 2022, the country launched its Digital Economy and Innovation Roadmap, which, among other things, seeks to digitalise administration. However, many Djiboutians are yet to enjoy the benefits of the country’s digital government infrastructure.

Digital Leaders Spotlight: Somalia

Despite being an emerging State with a relatively low ranking on the global e-government development index, Somalia has exhibited commitment towards the digitalisation of government services. The country has made great strides in the development of ICT laws, regulations and policies, broadband expansion, universal access and plans to build a National Data Centre. However, a holistic Government Enterprise Architecture and interoperability platform has not yet been developed – all agencies have their own systems and guidelines. Moreover, there is no enabling legislation for data sharing and data analysis.

Since 2019, the government of Ukraine has set ambitious goals to digitalize all government services and make them available to all its citizens online by 2024. Ukrainian citizens worldwide can access over 75% of their services already online via one comprehensive app. Especially since the Russian war of Aggression on Ukraine, the development of those digital government services has connected millions of Ukrainians worldwide with their government.
